China has announced plans to abolish the temporary residence permit system as part of a series of measures to reform the household registration (hukou) system.
Temporary residence permits are held by millions of people who leave their hometowns to live and work in Beijing and Shanghai. The permits allow people to work in the city, but give them no access to public services. Temporary residence permit holders are also excluded from buying a house or a car until they have been paying taxes in the city for five years.
A new permanent residence permit will replace the temporary residence permit and access to public services will be dependent on the duration of residency.
