There are 13 Million Unregistered Individuals in China

Illegal “black households” in China are families or individuals that are not registered within the nation’s household registration system. Unregistered Chinese have no basic right to education, employment, marriage, and more. The sixth national census recorded 13 million unregistered in China, 1 percent of China’s population.

60 percent of unregistered Chinese are second or even third children, whose parents broke the one-child policy that was in place until recently. Others merely do not have a hukou for the city they reside in, were abandoned by their family, or lost their documents.

Most unregistered Chinese have no social security, no opportunities for a normal work and educational opportunities. Travel is also difficult for those without paperwork.

The Ministry of Public Security recently met to discuss and solve the problem of unregistered households and individuals.
