The Taiyuan Digitalized City and Town Management Command Center put into operation the “12319 foreign language special service” on December 1. The service acts as a hotline to handle problems for the city’s resident “laowai” and to help and resolve problems in their lives. At the same time, the hotline serves to handle their questions and complaints.

The number is wrong. There is no Hotline. Nobody is able to seak Englisch or an other foreign language. Nobody knows something about a Hotline for "laowei". Nov 25, 2014

It'll only be as good as the people running it, I think. If it turns out to be another 12319-ignoremyquestionandsellmestuff, it's nothing more than an imaginative way to give people jobs. Let's wait and see what their users say...
