Personnel from the Traffic Management department at the Hunnan New District branch of the Shenyang City Public Security Bureau began employing a car-shifting method to access illegally parked cars on March 22nd. The "car shifter" device, which is basically a set of four modified tire cradles with 360 degree wheels underneath, allows the personnel quick access to illegally parked cars that are otherwise difficult to move with a tow truck. The Traffic Management department hopes that towing these cars will help deter drivers from parking illegally as well as free up more spaces for drivers to legally park and ensure the smooth flow of traffic. Apparently, using the new "car shifter" device, personnel are able to free up about 700 parking spaces in a single night, more than twice as many as they were able to free up using previous methods.
