Pollution, Limited Rights: Is It Any Wonder China’s Wealthy are Fleeing?

Someone, after years of observation, has commented: “In China, those making 120,000 RMB or more a year all want to immigrate abroad.” Let's not get into just how factual a comment like this is or how 120,000 RMB a year is not really that much income; let's just remember that in the last patriotic movie The Founding of a Republic, the star studded cast even included someone who had immigrated to Thailand – attesting very much to the previous statement that everybody fairly successful would want to move abroad. Recently, there was this idea about “failed countries” in the US media, and losing capable people in the country has been named as a major indicator of a “failed country” - so from this perspective, is China indeed a country that has failed?

In June 2010, China announced a plan for developing and maintaining human capital in the country for the next decade – hopeful that China will be amongst the world's top countries with the best programs for fostering talent and retaining the capable. But it is a fact that the newly risen bourgeoisie or those fairly successful in the country are finding the need to move abroad. Why? 

The reason is very simple – it is because they deem it unsafe and insecure when considering staying in China for the long-term. It is unsafe and insecure for a number of reasons. First off, the living environment is just bad. If you're not living in the top-tier cities, then you're not going to be making big bucks. But if you do live in the top-tier metropolises you have to deal with the terrible air quality and pollution. Of course, each culture sets their own standard for tolerance. There is a device above the US Embassy in Beijing that records air quality, which has consistently produced poorer numbers for the air quality in the area – much worse than the official numbers given by the government; but the official explanation has been that there is construction around the embassy.  And yet, the US Embassy is situated in one of the better areas in the city.

Chinese cuisine is one of the better known kitchens in the world, but are you able to eat it without second-guessing about what you have just digested? Melamine, hogwash oil, a cocktail of additives that you can't even name – you'd need to set up a Chem lab if you're a Chemistry major to find out about the exact ingredients in your last meal. But what if you do discover some residues and additives, are you supposed to just starve because there is no 'safe' food?

Right, we the Chinese have been trained to accept food on our tables – because of the need to feed such a large population, we can't afford to be picky. But there is still more to be said about the money you earn. Our hard-earned money trickles down to nothing with the skyrocketing home prices and gasoline prices. And on the internet, we find that with our kind of money, we could afford villas in some countries – while it is only enough for several square meters in the city downtown area in our country. And what if we've finally earned enough to settle down with a home?  That home only comes with a right of use for 70 years and no more. And what, with the speed of construction projects going on all across China, it is highly likely that our children could be facing eviction – so much for family heritages. Let's not even get into the stock markets here – a whole sham for companies to pool money from unsuspecting citizens.

If in a country, people can't feel secure with their health and assets and can't trust that their living environment is one that is safe, then the opportunities in China are only good for people to jump start their moves abroad – people will aim to make enough money and skit out of here. In this case, China has not only lost capable people but people with funds as well. Many of those that want to immigrate know that they're foundation for success is not safe in this country, and not only that, after they've become successful, they feel like these well-fed sheep ready for the slaughter house if they remain in the country.

People need reassurance for protection of their rights and freedom, only then will they consider staying on and pushing to build a better country. If people instead feel like they're robbed of the freedom and opportunities they could have elsewhere, then it is inevitable that they would choose to immigrate abroad. China will lose its capable citizens, and in turn, these capable Chinese are forced to leave their homeland in pursuit of a better life – a classic lose-lose situation.
