Human Resource Overview
According to Qingdao's Economic and Social Development Report 2006, over 2.4 million Qingdao residents had gainful employment in 2006, an increase of 8.4% over the previous year. Over 35 percent of city residents work in the service industries; however, the largest industry grouping remains manufacturing, with 1.26 million workers and accounting for 52.5% of the city's workforce. There are over 635,000 people employed by foreign-funded and joint venture enterprises in Qingdao.
Qingdao recently opened a human resources office in Beijing in a bid to attract more professionals. The Qingdao government recently implemented five programs to attract professionals from other jurisdictions. As part of these programs the city will spend 10 million RMB (US$1.2 million) per year to build housing suitable for professionals.
