Is Chinese Immigration Procedure About to get Easier?

Beijing is to set up a new agency to handle all Chinese immigration issues for both foreigners and nationals.

 

The new bureau will manage visas, border control, the repatriation of people found to be in China illegally, and provide exit and entry services for Chinese nationals.

After a government reshuffle at the National People’s Congress on Tuesday, it was also announced that the Ministry of Science and Technology will take over the running of the State Administration of Foreign Expert Affairs, which oversees the employment of top tier foreigners.

The plans are expected to be rubber stamped by the NPC later this week.

The news comes as China strives to attract more skilled foreigners.

However, the amount of red tape currently in place in the Chinese immigration system typically makes securing a work visa a lengthy and frustrating process.

Foreigners need both a work visa and a residence permit to live and work in China, which combined takes months to obtain.

They must also register with the local police station within 24 hours of arrival and every time they come back into the country.

According to official data, there were 900,000 foreigners working in mainland China in 2016, compared to 10,000 in the 1980s.

At the same time, Chinese nationals are increasingly jumping ship.

In 2013, 9.3 million Chinese people moved to other countries to live, compared to 4.1 million in 1990, according to figures from the United Nations.

In an interview with the SCMP, Wang Huiyao, director of the Beijing think tank the Centre for China and Gloablisation, said:

“With so many departments involved and a complicated application process, moving to China can be a real headache for foreigners and the bureaucracy has also put off international talent from coming here.” 

You certainly can’t argue with that.
