The Jiangsu authorities’ decision to offer scholarships to foreign students in an attempt to attract international applicants to their university system has garnered a lot of attention online as well as a fair share of criticism.

The scholarships which can reach up to 90,000 RMB is much higher than those offered to Chinese students, prompting accusations of unfairness and favouritism.

The Jiangsu Department of Education responded saying that the scholarships were necessary as foreign students are self funded and they pay up to 4 times as much in tuition fees as Chinese students.

Moreover, the number of students receiving subsidies remains very low; between 2010-2013, scholarship students made up only 1.7 percent of the total foreign student population in Jiangsu.
