Economic Overview

Situated in the middle of China's northeast Songnen plain, Daqing is an important economic, cultural and transportation hub in Heilongjiang Province, which governs 4 counties, 5 districts and a national-level hi-tech industrial development zone. Covering an area of 21,000 sq km and with a population of almost 2.7 million people, the city of Daqing is also the oil capital of China.

Over 1.9 billion tons of crude oil has been contributed to China's national economy from Daqing, with 1 RMB out of every 100 RMB in national fiscal revenue attributable to the city's oil wealth. In 2006, the city's industrial output was 162 billion RMB and investment in fixed assets totaled 38.46 billion RMB. Daqing's GDP is ranked 34th among all Chinese cities and its GDP per capita ranks number one among all cities in Heilongjiang, Jilin and Liaoning provinces. In 2006, non-oil industrial output was 52.76 billion RMB and the ratio of oil to non-oil output was basically 65/35.

The city is working hard to diversify its industrial sectors through active and effective pattern adjustment so that the economic structure of Daqing becomes more balanced and a pluralistic economic pattern is formed. Among the 20 cities trumpeted by Forbes magazine as the best destinations for factories on the mainland, Daqing ranked ninth. Despite its oil industry, the city of Daqing has an excellent natural environment and has been dubbed the "capital of green oil, the city of 100 lakes and the home of hot springs in the North" and was also awarded the "Dubai International Award for Best Practices to Improve the Living Environment" and "the Best Practices in Human Settlements of China".

In 2006, Daqing won the title of "Top 10 Glamour City", ahead of many provincial capital cities and coastal cities. The "living quality report of Chinese cities" published by the International Institute for Urban Development (Beijing) ranked Daqing 22nd in terms of living standard among China's prefectures and 2nd among all Northeastern cities, only behind Dalian.


Economic Contribution Ratios by Sector
In 2006, the economic contribution ratio of the primary industries including agriculture, forestry, animal husbandry and the fisheries, represented 3.1% of total GDP; the economic contribution ratio of the secondary and value-added industries and construction represented 85.7%; while the economic contribution ratio of the tertiary sector represented 11.2%.

Foreign Trade Overview
In 2006, total import and export volume in Daqing reached US$443 million, up by 61.8%. Export volume was up by 89.7% to US$185 million and import volume was up by 46.4% to US$258 million. Foreign trade as a percentage of GDP increased from 1.6% in 2005 to 2.1% in 2006. Daqing's main exports include 6 categories of petrochemical products, construction materials, processed foodstuffs, office furniture and mechanical and electronic equipment. There are over 370 import and export enterprises operating in the city.

Daqing exports over 10 million tons of crude oil each year and over 160 varieties of paraffin wax, ethylene, tar oil and benzene are exported to more than 10 nations and regions such as the US, the UK, Thailand and Hong Kong. Carrying out its diversification strategy, Daqing has established technological cooperation and commercial exchanges with 104 nations and regions including the US, Japan, Hong Kong, Taiwan, Southeast Asia, Russia and Western Europe. Russia, Indonesia, the US and Japan are the largest trade partners.

In order to boost foreign trade, Daqing issued the following white papers and policies: the Daqing Capital Management Method for Economic and Trade Development, Methods on encouraging Development of Private-run Export-oriented Enterprises and Daqing Encouragement Methods for Construction of the Export Base. All of these programs provided policy support in terms of filings for import and export companies, applying for quotas of imported and exported products and supporting foreign investment, while also strengthening banking, customs, inspection, trade and taxation reforms, as well as the coordination between local government and large enterprises.

Foreign Trade and Cultural Ties
Daqing has set up 7 international business, commerce and social networks such as the network for international sister cities, the network of overseas Chinese, the liaison network of embassies and consulates stationed abroad, the network of Overseas Daqing Schoolmates Association, the network of Daqing Entrepreneurs, the network of international friendship associations and the network of institutions stationed abroad. It has set up trade and economic contacts with or built sister-city relationships with 19 cities abroad, including in the US, Canada, Russia, Japan, South Korea, South Africa and Australia, laying a good foundation for further foreign exchanges, cooperation and trade.

In 2005, Daqing organized over 50 enterprises to visit nearby Russia for a major sales exhibition and invited over 60 people from the Russian Trade and Economic Delegation to Daqing for business investigations and networking. It also actively supported the construction of the "Daqing Commodities Exhibition and Wholesale Center" for import and export enterprises in the Development Zone in Krasnoyarsk, Russia, which provides long-term sales exhibition space for Daqing products.
