According to "Chengdu's Overall Urban Plan (2003-2020)", Chengdu will have a total population of about 15 million people in 2020 and become a world-class metropolis with a combination of the best business environment, the best human habitat and the highest quality of life in China.

Industrial Orientation
The city government has pushed forward advanced technology and innovation in the city's IT sector to promote Chengdu as a world-class IT hub and R&D center. By 2010, the added value industrial output of the city's IT industry is expected to rise to over 60 billion RMB, which will account for 35% of total industrial output. Cooperation in the fields of software outsourcing, digital media, information technology, telecommunications, new materials and natural medicines will be improved and new industrial chains will take shape.

Key Urban Development Planning Issues
Chengdu will form a new urban pattern consisting of the existing core area, with four medium-sized satellite cities including Dujiangyan, Qionglai, Pengzhou and Chongzhou and with seven peripheral zones including the towns of Xindu, Qingbaijiang, Wenjiang, Dongsheng, Huayang, Longquanyi and Pixian.

Chengdu will give priority to the development of its public transportation system, more particularly the establishment of its subway system and rapid transit systems. The new subway lines are currently under construction and expected to come online in 2009. Chengdu also plans to construct a Chengdu-Chongqing high-speed railway.

Chengdu will also protect its rich cultural heritage, including the Kuanzai Lane, Wenshu Temple, Daci Temple and Shuijing Fang areas, as well as two modern-era conservation zones including the Huaxi School District and the Old School District of Sichuan University.
